ABSTRACT

PARM strongly recognizes the impact of gender-based constraints and restrictions on smallholder farmers’ ability to participate in decision-making processes and to access services for robust agricultural risk management (ARM). This study presents analytical and operational guidelines for integrating gender into ARM processes. The guide complements PARM’s current agriculture risk assessment methodology and processes: not a substitute. It draws extensively on existing analytical work and experiences of IFAD, FAO, World Bank and many other development agencies to advance an approach on how to assess agriculture risks and design agricultural risk management tools with a gender lens.
