As Africa moves into another 10-year phase of the continent’s agriculture and food security transformation framework, i.e. the CAADP3 – Kampala, one issue of primary attention is “implementation and delivering results”. This focus arises from the expressed desire to build on gains and experiences of the last two decades of CAADP (i.e. CAADP-Maputo and CAADP-Malabo) while also adapting to emerging trends including the ongoing impacts of COVID-19, demographics shifts, conflicts, climate disruptions and technology advancement.
The new Comprehensive Africa Agriculture Development Programme (CAADP) Strategy and Action Plan 2026-2035, endorsed by 55 African Union member states earlier this month in Kampala, marks an important step for the continent’s agrifood systems transformation.
In a bold departure with previous frameworks, it moves away from the farmer and agricultural productivity towards a more holistic approach that addresses how food is produced, processed, and distributed.
The new Strategy and Action Plan confronts two of the major challenges that have emerged in Africa over the past ten years: climate change and population growth. This is achieved by focusing on sustainability, productivity, economic growth and inclusivity.
The targets are ambitious:
Yet, how will countries achieve this ambitious framework? What actions need to be taken at the continental and national level to implement the Kampala Declaration? How can regional entities, development agencies and government officials work together?
