This proposal was prepared by the team leading the CGIAR Challenge Program on Climate
Change, Agriculture and Food Security, in partnership with Contact Points from all CGIAR Centers
and numerous research and development partners. It sets out the backround, rationale and goals of the Challenge Program, outlines the proposed program, and describes the program portfolio for Phase I (Year 1-5).
