A Policy Vision for Developing Ag Insurance in Vietnam

Abstract

This presentation details the development of agricultural insurance in Vietnam, beginning with the development of an initial framework, continuing to the development of a clear policy vision and strategies, and finally leading to how to develop agricultural insurance laws after policy strategies emerge. Skees identifies the importance of risk assessment in informing policy choices as local contexts must be understood in order to properly understand risk and also asserts that there is a strong role for government to play in the development of an agricultural insurance market.
